COL Sean C. Nowlan (retired)
Founder and CEO
Sean C. Nowlan, a renowned intelligence professional with over 30 years of service in the U.S. Army and Intelligence Community, has had a pivotal role in strategic and operational capacities, including the Joint Chiefs of Staff and Special Mission Units. His significant contributions to the Joint Requirements Oversight Council (JROC) reforms have been integrated across the Joint Force. As the Vice Deputy Director of Force Modernization for the Joint Chiefs of Staff from 2019 to 2023, he spearheaded intelligence and modernization efforts, notably transforming the capability portfolio management review process for the Defense Budget. Mr. Nowlan's extensive deployment experience across multiple regions provide deep understanding of the factors shaping national security and defense strategy. In 2023, he established Gordias Consulting, leveraging his extensive background to offer expert consultancy in defense, intelligence, and global security. Mr. Nowlan holds advanced degrees from Kansas State University and the Dwight D. Eisenhower School for National Security, and a BA from Auburn University. He is a MIT Seminar XXI Fellow.

Tony Barker
Chief Technical Officer
Retired GG15 (DIA)/Lieutenant Colonel (USAF) Tony L Barker, originally from Arkansas, has a distinguished three-decade career in the Department of Defense (DoD) and Intelligence Community (IC), specializing in Intelligence, Surveillance, and Reconnaissance (ISR). His roles spanned both operational and strategic levels, focusing on intelligence architecture development and extensive governmental engagement. Barker led diverse teams, taught Air Force leadership at the college level, and significantly contributed to ISR and intelligence systems integration.
After graduating as a distinguished ROTC cadet from the University of Arkansas in 1989, Barker's military service included pivotal roles in air mobility, strategic deployments across the globe, and senior positions within the Joint Chiefs of Staff. His civilian tenure post-2009 involved strategic contributions to the CIA, DIA, and as the J2 Chief Technology Officer, enhancing joint intelligence architectures.
Barker's academic achievements include a BA from the University of Arkansas and an MA from Webster University, alongside extensive professional training in defense and intelligence frameworks. His career is marked by numerous military and civilian honors, recognizing his significant contributions to national defense and intelligence operations.

Daniel Lim
National Space Advisor
Daniel currently serves as the President and CEO of Xtenti, LLC, a big-thinking provider of paradigm-shifting hardware and services to enable streamlined and affordable space logistics solutions, empowering customers to innovate beyond the realm of current possibilities. He has over 23 years of experience in systems engineering and design on major aerospace programs, including hardware development, mission integration, and launch on numerous Government and commercial space missions. Mr. Lim received a MS in Mechanical Engineering from Georgia Tech and a BS in Mechanical Engineering from the University of Illinois at Urbana/Champaign. He also has served on Active Duty service in the Air Force in flight test, launch vehicle systems, and mission integration, and he continues to serve as a Reservist for the Air Force on Joint Staff, supporting Intelligence Futures (J2F).

Robin Meyer
Ms. Robin Meyer has over 40 years of experience in the Intelligence Community and DoD, including service in the U.S. Navy, CCMDs, Joint Staff, USDI, and 12+ years as a senior executive at DIA. She served as USSOCOM’s Deputy Director of Intelligence (DJ2) from 2022 to 2025, leading the SOF intelligence enterprise to support global operations and overseeing a multi-billion-dollar Military Intelligence Program. She drove counter-uncrewed systems efforts and advanced the SOF Next Gen ISR Roadmap. As Deputy Director for Force Modernization (J2F) on the Joint Staff (2018–2022), she guided concept-driven, threat-informed intelligence support across J7/J8 and the JROC. At DIA, she served as Deputy CFO, leading financial compliance and acquisition reform. She also led resource management for DIA Operations and held roles with USDI and Navy intelligence. She holds a BA from the U.S. Naval Academy and an MA from the University of Idaho.

Mark Edward Fultz
Mr. Mark Edward Fultz is a seasoned national security and intelligence strategist with over 30 years of leadership experience across the U.S. Department of Defense, Joint Staff, U.S. European Command (EUCOM), and U.S. Special Operations Command (SOCOM). A recognized thought leader in intelligence modernization, great power competition, and interagency coordination, Mr. Fultz has authored foundational strategic guidance, such as the Joint Concept for Information Advantage (JCIA), and led the design of innovative organizational constructs to counter adversaries across the competition continuum.
His career has spanned operational theaters from Iraq to Europe during crisis, with a unique ability to translate tactical insights into strategic policy, and to align intelligence capabilities with national defense priorities. He has advised senior defense leaders, including the Vice Chairman of the Joint Chiefs of Staff, on future force design, emerging technologies, and policy reform. With deep experience in capability development, crisis planning, and defense governance, he is well-positioned to contribute to cutting-edge insights into the future of defense innovation and data orchestration. -

Jill Sanborn is a national security and geopolitical risk executive and strategic advisor who brings broad leadership and decades of national security experience to mission driven organizations. Her expertise helps executive teams navigate today’s global risk environment. She is an effective leader who builds collaborative teams and cross functional solutions. Jill is qualified to serve CEOs and boards from start-ups to public companies seeking to maintain resilience and grow globally.
Jill recently served at Roku where she created and led a Geopolitical Strategy and Risk program. Prior to joining Roku, Jill served nearly 24 years in the Federal Bureau of Investigation (FBI) where she provided valuable strategic and operational counsel.
Jill retired as the executive assistant director (EAD) of the National Security Branch where she led a global workforce of 8,000 personnel, managed an operating budget of $330 million, developed and led the FBI’s national security strategy.
As EAD, Jill made sure the FBI executed its mission to defend the United States and its interests from all national security threats. Jill represented the FBI on all national Prior to serving as EAD, Jill severed as the Assistant Director of the Counterterrorism
Division where she oversaw thousands of terrorism investigations, disrupted multiple plots, responded to crisis events, and extradited numerous terrorism subjects to the Jill is a well-respected strategic leader known for her inclusive and collaborative approach to mitigating risk and developing strategic solutions. Throughout her 24-year career, Jill served the FBI, the Department of Justice, and the American people with a strong commitment to the mission, to partnerships, and to her colleagues.
Since joining the FBI in 1998, Jill held a variety of leadership positions including serving as the Deputy Director of Law Enforcement at the Central Intelligence Agency (CIA), leading the Los Angeles Joint Terrorism Task Force during the 2015 attack in San Bernardino, and serving as the Agent in Charge for the FBI in Minnesota, North and South Dakota where she also served on the Director’s advisory board.
As a career-long advocate of the importance of cultivating partnerships across the communities we serve, Jill routinely collaborated with law enforcement and intelligence partners, academia, and private sector partners, to create a network of community engagement. In recognition of Jill’s collaborative approach and exceptional service she received the 2022 Meritorious Presidential Rank award, the CIA’s George H.W. Bush award, and a Department of Defense Joint Civilian Service Commendation award.
